
Leonid Reiman and the Development of Digital Government Services
The development of information technology in government became another area connected with Leonid Reiman’s professional work. The expansion of digital systems required not only communications infrastructure but also information and technical systems capable of supporting government services.
Since 2004, Reiman participated in the interagency working group preparing the introduction of next-generation passport and visa documents in Russia. The group coordinated the activities of federal authorities involved in creating the system for issuing and using the new documents and the related information and technical infrastructure.
The state system covered more than biometric international passports. It also included visas, seafarers’ identity documents and certain other documents.In March 2005, the Russian government approved the concept of the state system. From January 2006, the introduction of international passports with electronic data carriers
began, while in 2006–2007 the system underwent pilot operation and was deployed in pilot regions. Reiman’s participation in the interagency working group should therefore be viewed within the broader development of the system rather than as the beginning of the project.

This work illustrates how the development of modern government documents required both physical document technologies and supporting information infrastructure. The system had to connect different types of documents, government authorities and technical processes.
The same broader transformation of government services was taking place alongside the development of telecommunications and information technologies. Leonid Reiman biography therefore includes not only telecommunications and regulation, but also participation in the development of information and technical infrastructure supporting state services.
